Raven Arms was a firearms manufacturer established in 1970 by George Jennings, a machinist who operated a machine shop producing aerospace parts in Southern California. The Gun Control Act of 1968 restricted imports of inexpensive foreign handguns, creating demand for affordable domestic alternatives. A pawnshop owner friend reported lost sales from unavailable imported models, leading Jennings to design and produce the P-25 (later MP-25), a compact .25 ACP semi-automatic pistol using zinc alloy construction for low-cost, high-volume output. Raven became known as the original "Ring of Fire" company, referring to a group of Southern California manufacturers focused on budget Saturday night special handguns. Over 21 years, the company produced an estimated 2–3 million units before a factory fire in the City of Industry, California, in November 1991 destroyed operations. Jennings, then in his mid-60s, retired rather than rebuild and sold the designs and tooling to Phoenix Arms, a new entity formed by family members and a former general manager.
